FCC Adds Foreign-Produced Advanced Robotic Devices to Covered List
The July notice changes the equipment-authorization framework.

The U.S. Federal Communications Commission added foreign-produced advanced robotic devices and power inverters to its Covered List on July 28, 2026. The public notice followed two national-security determinations delivered by an executive-branch interagency body the previous day.
The action affects equipment authorization. Under the rules described in the notice, covered equipment cannot receive FCC authorization, and applicants must certify that the equipment they submit is not prohibited on that basis. The wording makes the device definitions central to understanding the measure's reach.
The notice also establishes a conditional-approval route. Producers can request evaluation of specified devices to determine whether they can be exempted from the Covered List. That process is separate from assuming that every product made by a particular company receives the same treatment. An approval needs to be understood alongside the device and conditions it covers.
For cleaning-robot manufacturers, the development introduces an additional market-access question around the defined advanced-robotics category. It should not be summarized as a blanket ban on every existing robot or every underwater cleaner. The July notice's definitions, exceptions and authorization provisions determine its application, while individual product status requires examination of the relevant approvals and subsequent agency records.
